April Educational Surrogate Parent Program Training

An Educational Surrogate Parent (ESP) is a trained volunteer who advocates for the educational rights of students with disabilities who do not have a parent or legal guardian available to make special education decisions. ESPs serve students in, juvenile justice facilities, residential placements, or those who are unaccompanied and need someone to ensure they receive appropriate educational services. They act in place of a parent in the special education process, attending IEP meetings, reviewing evaluations, and making informed decisions about the student’s educational needs to ensure they receive the support and services required under the Individuals with Disabilities Education Act (IDEA).
